People that lethargic probably aren't much interested in Democracy
anyway.  As it is, absentee ballots are only counted in close elections
or recounts.  If enough people are suspicious of the lack of
verification in the current eVote system the numbers might be sufficient
to make counting them a matter of course.

How do your mail ballots work.  Is it meant mainly for people who are
out of town for extended periods, or does it have some other function?
