It is likely, however, that his trusted assignee screens his mail.  If
it is the case, you can replace "CONFIDENTIAL" with "PERSONAL AND
CONFIDENTIAL", although there are still no guarantees, as a lot of
people use these banners inappropriately, hence, busy people have their
assistants screen those, too.

Alternately, send it Fed-Ex with signature required, and stipulate that
only the addressee may sign for it.
