I don't think so. If you need French to enter the country (other than
Quebec), that means you don't have enough points in some other area.
I just went though the Skilled Worker test at
<http://www.cic.gc.ca/english/skilled/assess/index.html>; if I gave the
right answers on all the other questions, I could pass with *no* french
skills.
By "right answers", I don't mean "highest possible answer", just some
answer that's not at the bottom.
I think the actual discrimination is not on language skills, but on age.
After all, you can gain more points as an adult in all the other
categories - you can take a French class, for example, and get enough
proficiency to add at least a few points - but you can only lose age
points.
