I would say:
high values- guided society,
high values- orientated society,
high values- motivated society,
high values- based society,
high values- aware society,
society appreciating/accepting/respecting/sharing high values
You may also consider replacing "high values" with "moral virtue". In this
case my favourite would be:
Moral virtue orientated society
