It used to be something you would say if you saw, for example, a
gorgeous, buxom woman. I remember seeing this in Mad Magazine back in
the 50's. I also recall seeing it as three words - "va va voom",
usually with excalamation points VA VA VOOM!!!  Doing a google search
reveals it's being used these days in all kinds of different ways.
