The second can exist if you were going through fault finding steps for
instance but more commonly it would be 'the next step is TO check THE
condition(s) of that
car'. The stuff in brackets is because the context could change it. Say you
were buying a car and there was some sort of purchase deal, you could then
say "...check the conditions [of sale] of that car". If you were talking
about its mechanical state then you would use the singular for 'condition'.
