I think the answer depends on what you mean by *The Sunflowers*. If
you are talking about the painting, then

The Sunflowers is Van Gogh's.

If, however, you are talking about a bunch of "real" Sunflowers, then

The Sunflowers are Van Gogh's.

As a caveate (did I spell that correctly)  If we are talking about the
painting, I think we would actually say;

"The painting *The Sunflowers* is Van Gogh's.
