Find their website or email address? By itself the phrase could mean
either of the things you suggest, plus others: "the university of the
Liberal State" (I have no idea which US states might term themselves
'liberal', but some might), a "state university" which is funded by
Liberals, etc. There might even be a town in America with the name of
'Liberal', and it might be the campus of a "State University" situated
in that town.
It can't even be determined which of the words might be a noun or an
adjective ('university' is probably a noun, but not certainly). As a
name it probably uniquely identifies some institution, but as a phrase
it is meaningless.
For that matter the term 'liberal' itself has many meanings, even within
politics (and several more outside). Without context (including knowing
the geographical location and background of the person using the term)
it's impossible to give one 'correct' meaning.
(Most of the Google searches I found seem to use it meaning a state
(run) university with a 'liberal' political stance. But enough used it
in other ways to make it meaningless out of context...)
