I think you can or could via Google groups ( the old Dejanews )

Sometime you are limited by your net connection, say like at work, as to what
services can be used from your workstation. Web based newsgroup access may be an
option in such cases.

Perhaps your ISP uses propitiatory software(s) that limit how you connect to the
internet? Sorta like how AOL here in the states is/was.

Most premium news services have much larger content, faster speed, and longer message
retention. I currently use AirNews ( http://www.airnews.net/ ) which is owned by
SuperNews.
Also you don't have to be connected to your ISP to use premium services, you can log
in from any, non restricted, net connection.
