The first control message is not that large the entire file is because
of rmgroups and boosters. However I can assure you some control files
are much larger, most likely the forged attemps to unmoderate big-8
moderated groups and the boosters to counter the forged posts (IIRC
some of those controls contained moderation policy, though not going to
search for the largest file to determine which group has the largest
file).

At best the only control you have on file size are the controls you
sent, there was no way to prevent others from sending controls for the
same namespace. Some rather interesting boosters and comments.
