In the U.S., purchasing or renting these kinds of planes or helicopters is a
local and state issue. For instance, LA county has several fire
helicopters. San Diego has none.
Some attribute this debacle to Governor (almost ex-Governor) Gray Davis.
With all of the trees and forests in San Diego county, we should have had
plenty of air support to put out the flames, but we didn't and don't.
You can find and read about the helicopter controversy and how we fought for
and eventually lost the helicopter we were using. On October 22, we lost
the lease to it. This was just days before the fire.
I hadn't heard about the Russian help. I might have heard about the
Canadian help, though. I'm not sure. I hear Jay Leno quite a bit, so
sometimes I wonder if his jokes are the actual news or not. Here is a link

site for our major newspaper.
Anyhow, it's interesting to see the Scythians still around. According to
the Bible, Gog plays a part in the end times scenario. It's awfully
suspicious that the locust king is mentioned in the Old Testament and the
New; indicating his life throughout the decades. We can only wonder who
this leader will be and when they will launch the Magog Invasion of Ezekiel
