Video CDs (VCD) use an mpeg1 variant.
Super Video CDs (SVCD) use an mpeg2 variant. Much higher quality.
Nero should be able to transcode most movies, that can be played on
your system with your native movie player, into VCD compatible files.
But Nero may need an extra cost upgrade (mpeg2 codec download) to make
SVCDs.
There are many other programs that can make the files, and make the CDs.
You may also need extra software to play these CDs on your computer.
These can be played on a regular component DVD player, if it supports
these formats. Be aware that many players are very picky about the
particular media use to make them, and may spit them after a taste of
them.
