Another possibility just entered my mind:
Maybe Peazip always asks for a password by default, and if a set of files
doesn't require one or have one associated with it, you just hit RETURN or
ENTER with the password field blank, and it just proceeds to combine them,
whereas Winrar only asks for one if it detects that there is a password
linked to the set.
