You seem to be caught up in the semantics.
The Harley has gone through a variety of change its 110 year existance
starting off as a 'racer' then being the motorcyle of choice for WW1
by the US military. It returns to production as a public recreational
vehicle until WW2 when all production is turned over to military
production. While still considered a 'racer' in the 1950's many of
the military motorcyles are sold as surplus to returning vets and this
is the start of the MC which in turn evolves into the Biker Gang.
While sales of HD's remain brisk, excepting a close brush with
bankruptcy following the 1969-1980 AMF take over, not every Harley
would be considered as a 'biker bike'. Many of the bikes from the AMF
era were considered jokes and tended to be the ones that were rebuiilt
and sold to 'professionals' as a chance to be a weekend biker warrior.
So when I say they were driven on the safety of a toll road I am
inferring that these people wanted to 'buy the HOG or biker
experience' without having the understanding of what they were getting
into. All that to say that there is more to being a biker than simply
buying a Harley.
As an aside there was only a short duration where HD made dirt bikes,
(also during the AMF years), and they were pitiful.
