To view files as if it were 2008 you need Media Player Classic.

Select Options and then Full-Screen.  Uncheck all boxes for resolution
except DEFAULT after selecting Change Resolution Full-Screen.  Double Click
the resolution and a drop-down box will show up.  Select 640x480.

All monitors can supposrt 640x480 as it is standard VGA even if does not
show up in options for Windows.  When done start the file In MPC and when
finished you will revert back to whatever your current screen resolution
is.
