You can use quickpar to split the file and create pars simultaneously.
(www.quickpar.org) I believe, or google.
Open quickpar, click the box that says split selection, enter the size
of the pieces you want to post, use the slider at the bottom to
designate the amount of par files you want to create, and click ok.
you can post with power post, very easy to use just drag the files
into the window once you set up your server.
google power post, easily found and both are free.
