I think there is more to it than just guilt. Few men are able to stand up
to overwhelming force, and fewer still that can resist the highest level of
terror.
When a terror group takes over all control of any community people do what
they can to survive. At first they stay quiet, then are compelled to join
in the madness, and soon they are their cutting off someones head.
At that stage it gets hard to distinguish those that were compelled to
crime, and those that originated it. Shoot them all, until they stop seems
to be logical. Afterwards we can sort them out.
