Turns out I'm closer to the truth than I knew. Powell doesn't speak
Spanish either. He makes up silly dialog (perhaps normal for The Goon)
and runs it through freetranslations.com for nearly nosensical Spanish.
It's still funny to read (see also MP&THG).
