My sympathies are totally with all those government workers being
screwed over by the orange blight.
The government workers who are actually working will be paid
retroactively. However, those workers who are furloughed are
effectively unemployed and will not earn a cent. The same applies to
contractors, suppliers, and concessioners.
As a California State employee I have experienced two periods of being
paid with what was effectively an IOU, euphemistically called a
"warrant". I was fortunate that my bank was understanding, and honored
the 'warrants". That was due to failure of the California legislature
to pass a budget by the deadline.
I also had to accept an 18 month period where as a peace officer, I was
considered part of the "Health, & Safety" employee group, and had to
work for no pay two days per month, and was never paid for those lost
days. Many of us did whatever we could to work overtime to make up the
loss in pay. For state workers not in that group they were simply
furloughed two days per month, and never paid. The DMV for example was
just shut down every second Friday. The interesting thing was those
lost days were under two GOP governors, George Deukmejian, and Arnold
Schwarzenegger.
