I made a search for TV towers and I believe I have found your tower and
the balloon incident. It looks to be the Donautum or Danube tower in
Vienna, Austria. It opened in April 1964.
The balloon accident happened in June 1968. An American balloonist,
Francis Shields died, the other two fatalities were Austrian.
