It's a mess (not FerL's fault, it's a bit torrent rip)
It's anamorphic xvid which isn't really allowed (it confuses everything)
It should be 16:9. On Windows you could try mpeg4modifier to alter the
aspect ratio and divfix to correct the index.
To create a DVD try VSO's ConvertXtoDVD if Nero won't do it right.
