If you can't program, get yourself an XML editor, or simply open the file
in your browser. For the latter you might need to rename the file with an
XML extension.
Look around, there are Java versions, Jaxe comes to mind, M$ has (or used
to have) a free one that works semi okay (used it at work, where they
thrive on itty-bitty-soft's crap), portableapps.com ought to have
something, but that's untested.
YMMV
