I simply use Handbrake 0.9.4
I realize there are newer versions, but last time I checked this
Option had been removed.
Under the Video Tab it has an option to set File Size
Probably not up to Cinefile standards but it works well enough for me.
Or, for batch processing I use VidCoder v1.3.4.0, same oprion
availlable as it uses the HandBrake Engine.
