First of all, you are somewhat off the mark in your reference to "American
world moral police." There are some GROUPS that are not carried by major
Usenet providers based on the recommendations of a _UK_ non-governmental
organization (see www.iwf.org.uk).
Secondly, there have been problems with posts (with or without boy in the
title) for the last couple of months from Easynews as they transition to new
server farms, and there have been reported problems with Astraweb posts
during the past week.
The "American authority figure" who complained was a New York state official
whose words carry no weight outside of New York and probably very little
inside of New York.
Were a provider to start monitoring individual posts, they would then leave
themselves wide open for copyright monitoring. This, of course, would wipe
out the great bulk of binary groups in their entirety.
