It seems to be an early name/code for "PHBR1 The Complete Fighter's
Manual" (which was also credited to Allston). Apparently they decided
to change it from "Manual" to "Handbook" and start a new product line
to differentiate it from the 1st Edition "REF" books. There's a
reference to the "Complete Fighter's Manual" in the Dec '88 issue of
Dragon Magazine, which came out about 4 months before 2nd Ed was
released but I didnt' find anything after that.
TSR also reapplied its index code numbers when necessary, if the older
book was cancelled, renamed or late so it's not surpring that 9259 got
reassigned
A good number of books got the "REF" code applied to them, often in a
confusing manner
