I was researching publication dates and I came across this product
announcement from the January 1990 Dragon:

The "REF" series ended in 1980, and I thought REF6 was already taken
by TSR09380 Rogue's Gallery, but maybe that label came from users. My
copy lacks a cover. In any event it's clear that they had changed the
title and the product number by the time Fighter was published. 9259
was eventually used by J1 "The Jade Hare" in 1992.
