It doesn't affect download speed... just upload.

Problem is that the thresholds for activating TM are way too low for
todays world.
I can be uploading at 250k and easily hit the threshold every day....
takes the piss when they give you 'free' speed upgrades and then
effectively 'lower' the amount that you can upload per day.

To put it another way, I could have uploaded MORE data per day BEFORE
they gave me 2 free speed upgrades than I can today... sort of like
the tortoise and the hare !
