You appear to be using a very old version of Forte Agent (Version 1.93).
To attach a file to a post:
In the window where you're entering your message, there should be a
button labeled "Attachments..."
Click on it.
Once you've got that, there are some other settings that you should have
in place, but one thing at a time!
