I looked at the design and it looks like an easy enough split. I would say
split a where the brown meets the red weeper.  Looks like you'd only have to
split off a bit of the red.  You will need some kind of software to split it
with.  You could just reduce it to fit the size of your hoop.  Doesn't look
like you have to reduce too much.  I don't have the design or I'd try to
split it for you.
