Sorry, Victor, not quite accurate: the problem with getting a bill
passed sponsored by a Democrat was not the President, because he rarely
vetoed anything. The obstruction was the Republican caucus in the
Senate; lacking a Democratic super-majority (60%), the Republicans
filibustered to death everything they didn't like.
