But the answer is "Yes"!
I find this question from an official web-site of Quebec, Canada. Also I
think I should answer "no" in my file. But when processing files of my wife,
who won't attend institution as a full-time student, I fill "Yes". Then more
options appear, such as duration of institution, name of institution, etc.
So I think they may regard "yes" as you will while "no" as you won't.
However, maybe they are wrong because they're French? Whatever, I have to
face a lot of trouble by this mistake.
