I use a proxy service (Btguard) for my torrent & usenet traffic, along with telling my client programs (uTorrent & NewsBin) to use encryption. Thus, traffic to & from of my PC to the proxy is encrypted so my ISP can't snoop & see what I'm doing. The proxy then re-sends my traffic with a different IP address to what ever news server or torrent sites I use. The last time I checked, I appeared to be originating from somewhere in Germany.
Of course, I use a fake email address so I can't be tracked that way, and my user name is NOT my real name or even something seemingly innocuous like "Bob from Omaha", no reason to provide any hints to anyone that may be looking.
This has kept me DMCA notice-free for several years now.
