Photographs are particularly difficult to digitize, either manually or
programatically.
I would agree with SimplyMe's suggestion that if you really want an
embroidered image that you find an appropriately similar existing
realistic horse design.
Another approach that would be a LOT easier and end up with a much
better result would be to take your image(s) and transfer them to
fabric. You can easily obtain fabric sheets that can be fed through an
ink-jet printer and produce striking results. You could then either
piece into or applique onto your final product.
