DST files are made for commercial use, where the embroiderer sets the
threads on a multi-head machine according to the color charts.
DST files have NO built-in color palette, merely a color sequence and
color separations. That is, it has information about when which fields
are in which color or when to change color, but the colors start out
with 1,2,3, ... regardless of the actual colors needed. If a color is
repeated, it will use the same code again - so it might be 1,2,3,2,4,
but with no idea of what color number 1 is.
DST file can easily be converted to other formats, but without the
color palette, all you'd end up with is a .hus file with essentially
arbitrary colors.
The available color charts (you don't say which ones you have) should
be adequate. They should say, for instance, that color number 1 is
some specific Madeira thread or indicate a specific color, etc.
If you have an image (e.g., a jpg picture) of the design and
appropriate software, you can determine the colors as you watch a
simulated stitchout. This gets awkward for designs with many different
colors.
