There is certain sub-set of Usenet culture that does
not think beyond "there are 125 headers available
for download".
When that message drops to "there are 2 headers available
for download".

Much the same line of thinking, yes.
Jean didn't build that outlook himself, he just went with what
he understood of how group interaction SHOULD be.
