That is prolly it. Most of the designs (not all) are over 200mm in
length.
Pjnsa4 is a corn thingy (dunno what you's call them over there) and
She should be able to open that in a hoop of Hers.

They are applique..... I wouldun... but you Ladies in here are rather
brave when it comes to that kind of thing. I've only seen it end in
tears ( no, not mine). IF you do resize, do it 10% at a time (do that
twice for 20%).
Resizing applique (even ratio'ed) tends to take out the width of the
satin stitches, compromising the design. (Result is not wide enough
satin stitching to hold down the fabric).
I'm guessing your friend wants to make the bags, so that is why the
other Halloween appliques with AG are no good?? Steve Wilson did
an applique collection for AG. They are smaller designs and should all
fit in your friend's hoop. No bags in that one though.
